Any EEA citizens coming to Belgium for more than a year specifically to work can be registered once they have provided a valid passport or identity card; the documents necessary for entry into the country. You do not need a work permit if you are a national of an EEA country.
You do not need a visa to go to Belgium if your home country belongs to the European Union.
