Expanding A Tech Startup to Saudi

We have a GCC national singly owned tech startup that provides cloud based software to salons, and an app for booking appointments.

We would like to start selling to Saudi salons. Can we do so and hire within Saudi from our Bahrain office? Or do we need to set up a company in Saudi?

If we absolutely must set up in Saudi, what kind of company is recommended for the setup? We want to keep costs low and operate out of our Bahrain office if possible.

There are two solutions for your requirement in KSA:

1- Hire an employee through a PEO service provider. In this scenario, you will choose your employee directly and use a PEO service provider to hire him in KSA on your behalf. The PEO service provider will offer complete costing, government fees and management fee that will be charged to you on monthly basis.
2- Obtain a local business registration and hire a resource directly. This option is costly for obvious reasons and time consuming too.
